What is CWELCC / NS Pre-Primary Subsidy?
CWELCC Fee Reductions + Nova Scotia Affordable Childcare Benefit is Nova Scotia's childcare assistance program. It helps eligible families pay for licensed childcare so parents can work, attend school, or participate in job training. The program is run by Department of Education and Early Childhood Development (NS) (NS EECD).
Who qualifies?
Families must have income at or below undefined% of the undefined, have a child under age 12, and have an active work, school, or training schedule.
How much will I pay out of pocket?
Families qualifying for the maximum ACFB benefit may pay $0. Others pay a sliding-scale co-payment based on net family income after CWELCC fee reductions are applied.
How do I apply?
Apply through Nova Scotia Affordable Childcare Benefit. You can apply online, in_person. You'll need identity, residency, income, and child documents. Processing takes 2–4 weeks.
Is there a waitlist?
Yes. Halifax has waitlists for licensed childcare, particularly for infants. Register at multiple centres simultaneously. Some communities outside Halifax have shorter waits. Apply as early as possible.
Can I use a relative as my childcare provider?
Licensed family home daycare in Nova Scotia may include relatives if they are licensed and caring for children outside the child's household.
How often do I need to renew?
Your CWELCC / NS Pre-Primary Subsidy authorization must be renewed every 12 months. NS EECD will notify you before your renewal date — respond promptly to avoid a gap in coverage.
